The Addressing Behavioral Health and Substance Use Disorder Needs PAC Priority Team recently met to develop actionable strategies to implement recommendations within the Pennsylvania Maternal Health Strategic Action Plan (MHSP). Proposals are now being sought to address the following actionable strategy:

• PAC Actionable Strategy – Integrated Care: Pilot a co-located care model at an outpatient obstetric clinic (birth center, OB/GYN, FMOB) in Philadelphia County to reduce wait times for perinatal mental health (MH) and substance use disorder (SUD) care.

Please note: The PAC intends to issue an RFP in 2027 which will provide a similar opportunity for rural areas in Pennsylvania.

Proposals are due no later than 5:00 p.m. Wednesday, July 29, 2026.

Application Process

All applications must be submitted through the Jewish Healthcare Foundation (JHF) Fluxx Portal at https://jhf.fluxx.io/.

To apply for funding, applicants must have an approved JHF Fluxx account. Organizations that have previously applied for PAC funding through JHF’s Fluxx portal may use their existing account to complete and submit applications.

Emails must clearly state your organization’s name and intent to apply for this RFP. Account requests will be reviewed and approved within 1-2 business days. Applicants will not be able to view or submit an application without an approved Fluxx account.

Applicants should request a Fluxx account as early as possible to avoid missing the application deadline. JHF is not responsible for any missed deadlines due to applicant delays in requesting Fluxx accounts.

Once the account is created and approved, the applicant will be able to log in to view and complete the application within Fluxx.
